Ihr Ziel ist es, gemeinsame Standards für den Mobilfunk und -telefonie zu verabschieden.
Neben den fünf Gründungsmitgliederen ARIB (Association of Radio Industries and Businesses, Japan), ETSI (European Telecommunication Standards Institute), ATIS (Alliance for Telecommunications Industry Solutions, USA), TTA (Telecommunications Technology Association, Korea) und TTC (Telecommunications Technology Committee, Japan) ist inzwischen CCSA (China Communications Standards Association, China) beigetreten.
